PCR Cell was formed in 1976 vide G.O.Ms.No.1018 Home (Pol-D) Department, dt:31-08-1976 with the main objective of ensuring prompt and effective implementation of the PCR Act, 1955 and subsequently SCs and STs POA Act 1989. The Protection of Civil Rights Act, 1955 came into force from 8th May 1955 and the Protection of Civil Rights Rules, 1977 came into force from 15-09-1977. The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 came into force from 12-09-1989 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Rules, 1955 came into force from 31-03-1995.
PCR Cell shall be ensured that SHOs register cases under the provisions of SCs/STs (POA) Act, 1989 wherever applicable instead of registering only under the provisions of IPC/PCR Act, 1955 and prompt action U/s.4 of the SCs/STs (POA) Act, 1989 has to be initiated against the police officers for failure to register the cases under the provisions of SCs/STs (POA) Act, 1989. Cases registered under the SCs/STs (POA) Act, 1989 should be investigated by DSP as per 7 (1) of SCs/STs (POA) Rules, 1955 and the investigation should be completed within 30 days as per 7(2) of SCs/STs (POA) Rules, 1955.
PCR Cell shall monitor sanction of relief to the victims by the Collectors as per G.O.Ms.No.3 SW(H1) Department, dt:16-01-1996. PCR Cell shall ensure strict implementation of the recommendations of One Man Commission as per Circular Memo No.4847/C-19/CID/2001, Dt:19-10-2001 of DGP, AP, Hyderabad. This wing shall send reprots to the AP State Commission for SCs and STs constituted vide G.O.Ms.No.33 SW (POA.I) Department, Dt:06-06-2003.
PCR Cell shall be ensured that SsP/Unit Officers to attend District Level Vigilance and Monitoring Committee meetings under the Chairmanship of the District Collector which was constituted vide G.O.Ms.No.232 SW (POA) Department, dt: 26-11-1991 to review the implementation of the provisions of SCs/STs (POA) Act, 1989.
